‘The program to support HOAs to be continued’: Vadym Boichenko

A unique program to support HOAs has been operating in Mariupol (Ukraine) since 2016. It became a ‘motivator’ for Mariupol residents to create HOAs and it allowed to improve the condition of the housing stock. There are 821 houses in the home owners’ association. This is more than 40% of the total housing stock. According to Mayor Vadym Boichenko, within the framework of the Development Strategy 2030, financing projects will be continued.

‘The program to support HOAs will be continued. Now programs are being developed until 2025. They need to become more integrated and balanced. After all, we have already had experience in this direction,’
Vadym Boichenko noted.

In 5 years, the number of HOA houses may be about 80% of the housing stock. This is facilitated by the municipal support and government programs. An example of this is the joint implementation of the project of the municipality and the State Energy Efficiency Fund ‘Energy Efficient House’.

In 2020, it is planned to carry out about 100 overhauls. Basically, it is roof repair works, replacement of electrical networks and engineering heating systems. The HOA support budget is growing every year. This year it will amount to more than UAH 250 million. In 2020, it is planned to equip over 130 ‘Cozy Yards’ and implement about 250 mini-projects.

It is worth noting that the program for HOA provides comprehensive logistical support from the municipality for the modernization of the houses. More than 350 overhauls have already been carried out, 800 mini-projects have been implemented and over 250 ‘Cozy Yards’ have been equipped.The amount of investments from city budgets has exceeded UAH 500 million for four years.
