11 issues have been raised on the agenda of the extraordinary meeting of the Executive Committee. One of them is the setting of tariffs for centralized heating and hot water supply for 2019. The revision of the tariff was due to higher prices for energy, as well as an increase in wages.
Director of the Department of Housing and Communal Infrastructure Development of the City Council, Igor Babek, explained that the new tariffs are associated with the cost of thermal energy, which includes the cost of gas, electricity, water supply and sewage. The growth of average wages influenced on the tariff.
The cost of centralized heating for the population now sets 1300.49 UAH / 1Gkal. At the same time, the economically reasonable tariff is 1797.47 UAH / 1Gkal. New price is 1683.25 UAH / 1Gkal. The difference of 124 700 000 UAH is compensated by the city.
In turn, the director of the industrial enterprise Mariupolteploset Dmitriy Miroshnichenko, noted that since January 2018 a program was developed to reduce accounts receivable. It provides debt restructuring. The maximum term for restructuring is 36 months. Such a contract will help to pay the debt gradually and to issue a subsidy. Over the past year, 3.5 thousand contracts have already been signed. This helped residents pay for services on time.
Since 2018 Mariupol independently forms and approves tariffs, because 99% of houses are equipped with metering devices. This is related to the Law of Ukraine ‘On Local Self-Government in Ukraine’. In accordance with it, the setting of tariffs for heat energy and heat supply services falls under the authority of the executive bodies of the city council. Calculations of their cost are carried out in accordance with the Decree of the Cabinet of Ministers of Ukraine No. 869 of 01.06.2011 ‘On ensuring a unified approach to the formation of tariffs for housing and communal services’.
‘The key factor is the availability of fuel in the tariff. Since November 1, the private sector has already paid for the new tariffs. But the fact that we are not under NERC simplifies the process of work. It also allows more systematic change in tariffs, without sudden drops, the First Deputy Mayor Mikhail Kogut said.
