The facade of the house 7 in 130 Taganrog division Str. is insulated from the regional budget. This is the tenth house, which is insulated according to ‘Warm houses’ regional program. The works started in March here. The half of work has already been done. By autumn it is planned to complete it. The cost of works is UAH 9.4 million.
Major repairs on the insulation of the house are made with fiberglass 100 mm. The old insulation of individual apartments is dismantled. The insulation of the attic floor is almost finished. Installation of insulation and plastering works are done for 30%, in parallel the device of a blind area is carried out.
‘The facade of the house was in emergency condition. Its pieces dropped out. We turned to the city authorities. We have made the design-budget documentation. In the spring the contract organization started to work’, the chairman of HOA, Pyotr Kushnirenko said.
The house is being renovated according to ‘Warm houses’ regional program. According to this program, 9 houses have already been renovated for two years. The total amount of investments is UAH 46 million. This year it is planned to insulate 4 houses under this program. So, the house on 64 Zashitnikov Avenue that is worth of UAH 3.4 million has already been put into comission. Two more houses on 107 and 111a Mira Ave. are in process, their cost is UAH 14,7 million.
He also said that since 2014, Ukraine has been working on a program to allocate loans through state banks for the thermomodernization of residential buildings, both individuals and legal entities (HOA and condominium). Loans are granted depending on the conditions of the bank. The state guaranteed reimbursement from 40 to 70% of the cost of materials. Work and the remaining percentage of the residents had to pay for themselves.
Furthermore, last year a program was adopted to support HOA and condominium. The city is guaranteed to pay up to 50% of the cost of materials. That is, the state and the city pays 90% of the cost of materials. 10% of the cost of materials and work is co-financed by the citizens.
In 2017 in Mariupol the first warm loan was given for the replacement of windows on 48 Morskoy Boulevard. The loan amounted to about UAH 130 000. This year, Privat Bank issued two more loans for the windows – ‘KROK 104’ HOA (104 P.Orlika Str.) and ‘28 Velika Rodina’ HOA (28 Aviation divisions Str.)
There was a desire of condominiums to obtain loans for the insulation of houses but the banks did not see clear financial calculations and guarantees from the citizens about timely reimbursement.
