Heat supply system is being modernized in Mariupol

This was announced today during a session of the city council by the director of PU "Mariupolteploset" Dmytro Myroshnychenko. According to him, within the framework of cooperation with the Swedish Nordic Environmental Finance Corporation (NEFCO), the enterprise will use waste heat from iron and steel works for the production of heat energy.

‘This is a large-scale project that we are implementing as a pilot in the Left Bank District. According to him, it is planned to modernize the centralized heating and hot water supply system. More than 140 individual heating points were installed. The result is that residents of Mariupol will get 25-30% savings in their payments,’ Dmytro Myroshnychenko noted.

The director of the utility company also summed up the results of the last year. So, in 2020, "Mariupolteploset" successfully prepared for the heating season. 120 million UAH was allocated for this from the city budget. Modernization of hot water boiler No. 3 of the Gas boiler house, the installation of a frequency converter at the Vostok boiler house, the installation of energy-efficient lighting at six boiler houses are among the projects. More than 35 km of new pipes have been updated.

Due to systemic energy saving programs, it was possible to reduce heat energy losses from 23.8% to 16.7%. The result is a reduction in fuel consumption.

‘I am grateful to the staff of “Mariupolteploset” for the fact that they continue to work effectively in difficult conditions and modernize the heat supply system of the city. Due to this, Mariupol was able to pass the heating season without any problems and already begin to prepare for a new one,’ Mayor Vadym Boichenko said.

At the same time, the enterprise cannot restrain the growth of tariffs as much as possible through the prices for natural gas set by the state. Its cost from November 2019 to April 2021 increased by 45%. But the city hasn't raised tariffs for heating and hot water since February 2019. As a result, more than 80% of the income went to cover the tariff. The enterprise suffered losses - more than UAH 160 million. Besides, residents did not pay for heating over UAH 96 million. Therefore, accounts payable to Naftogaz have increased.

Vadym Boichenko stressed that the problem remains the impossibility of attracting investors to the modernization of the Heating System. They refuse due to the lack of clear rules for regulating the operation of heating networks in Ukraine at the legislative level.

‘We need to create uniform rules of the game for everyone. This is the only possible tool that will solve the problems of the Heating network. I personally constantly talk about this to the country's leadership. Because Mariupol cannot develop in this direction through an unfinished legislative base,’ the Mayor stressed.

He added that Verkhovna Rada must make a decision on restructuring the debt of “Teploset”. Besides, the Mayor, as a member of the Association of Ukrainian Cities, is negotiating with the government on the need to introduce long-term contracts with “Naftogaz”, which will fix the gas price and develop a development strategy for the enterprise.
