On instructions of Mayor Vadim Boichenko, a meeting has been held between the specialists of the asset management department and the chairmen of the condominiums of Mariupol. Svetlana Shtenda, Director of the Department, Sergey Marchuk, Head of the Department for Development and Support of HOAs and more than 20 heads of HOAs also took part in it.
The questions voiced during the meeting were divided into two thematic blocks. The relationship of HOAs with tenants of residential premises of communal form of ownership and the further fate of the escheat flats in the houses of HOAs.
The chairmen of condominiums proposed to create a unified register of ‘total’ debtors - tenants of communal residential premises who are in arrears in payment of several types of utilities. This will give grounds for a decision to reduce living space for such persons.
Svetlana Shtenda proposed to make changes to the standard lease agreement so that the reason for termination of the contract could be non-fulfillment of the terms of payment of the contribution for the maintenance of the house and condominium.
They discussed issues on non-residential premises that are on the balance of the city. The chairmanship of the condominiums talked about problems in relations with their tenants, limited access to utility networks at home.
‘At the meeting, we did not set a goal to solve all the issues in the relationship between condominiums and the department for work with assets. But we have made progress in resolving at least some of them and determine the direction in which local governments will move together with the condominiums of the city,’ Sergey Marchuk said.
He also expressed his willingness to assist the condominium in the preparation of documents for lawsuits against the debtors of privatized apartments and non-residential premises.
