III Local Government Forum is held in Kiev

Today, the III Local Government Forum is being held in Kiev. The event was opened by the President of Ukraine Petro Poroshenko. The forum is attended by first state leaders, international partners and mayors of Ukrainian cities. The Mayor of Mariupol Vadim Boichenko is among the invited.

Among the forum speakers there is the Prime Minister of Ukraine Volodymyr Groysman, the head of the Verkhovna Rada Andriy Paruby,the  head of the EU Delegation to Ukraine Hyuga Mingarelli and Deputy Prime Minister - Minister of Regional Development Gennadiy Zubko.

The Head of the  State began his speech with the information about the unification council for the establishment of the Orthodox Church in Ukraine that will be held on December 15 in St. Sophia Cathedral in Kiev. The President noted that this event is one of the most important in the history of Ukraine. In addition, Petro Poroshenko spoke about the conditions of martial law in some regions of Ukraine.

‘I set a clear task to the military - to realize the martial law measures in such a way that it would have minimal impact on the lives of civilians or it would be completely imperceptible. There are no restrictions on the constitutional rights and freedoms of citizens. It has been almost the week that a  part of Ukraine lives in a state of martial law. Military forces conduct exercises. All in order to strengthen the defensive capabilities of the military forces of Ukraine,’ the President said.

The Head of State also spoke about the positive changes brought about by the reform of decentralization. According to him, local budgets have grown for  3.4 times: ‘In 2018, the part of local budgets has  already been 52% in the consolidated budget. This is a symbolic and very important figure’.
