As part of the Swedish research project ‘Local Self-Government and the Rule of Law in Ukraine’, an introductory organizational meeting has been held in Mariupol. The project experts and deputy mayor Ksenia Sukhova discussed the stages of the study with the representatives of local authorities.
The project is being implemented under the patronage of the Government of Sweden - the Center for the Study of the Rule of Law and the Folke Bernadotte Academy. The center specializes in analyzing the processes of the formation of local government in conflict zones and in post-conflict areas. Special attention is paid to the problems of residents in communications with the authorities, their attitude to the quality of municipal services is assessed.
The survey will be conducted in Kherson, Severodonetsk and Mariupol. Three groups of the population will take part in it: the representatives of public authorities, the residents and the representatives of the public. The questionnaire will include 100 questions and it will take about an hour to complete.
The project was presented in Mariupol by the Head of the Department of General Theoretical Law and Public Law of NaUKMA Anatoly Zayets and an expert of the Center for the Study of the Rule of Law of NaUKMA Alexey Tselov.
‘There are certain cases with the help of which one can solve conflict situations. Our goal is to introduce local regulatory acts into the work of the local government. It is a real tool for solving problems of the local population and well-established communication between the community and the municipality. At times when the central government is inactive,’ Anatoly Zaets said.
In turn, deputy mayor Ksenia Sukhova noted that Mariupol has been actively and productively working in this direction for a long time.
‘A strong and powerful country begins with strong cities. If we raise problems from the bottom up and solve them, then we will become stronger. If, based on your research, we can develop effective strategies, then it is very important for us. A few years ago, we developed the direction of social hostels. Then the state did not have a tool for their creation and we suggested how it could be. Now hostels of such a plan are appearing all over the country,’ Ksenia Sukhova emphasized.
Further, during the visit, the representatives of the Swedish project visited the Center for the provision of administrative services.
