Mariupol city authorities motivate condominiums for energy-saving events

At May session, the city council deputies adopted changes to ‘Warm Home’ city program. Within the framework of this program, HOAs have the right to receive compensation from the city budget for measures for the thermal modernization of houses in terms of the cost of materials up to 50%. Thus, together with the current government program of ‘warm loans’, co-owner associations receive 90% compensation for the cost of energy-saving material and equipment. HOAs have to pay 10% of the cost of materials and work on the project.

Now HOAs, in accordance with the adopted changes in the program, will also receive compensation at an interest rate. Taking into account the regional compensation program and ‘Warm House’ local program, the HOAs will only pay 1.5% of the loan interest rate set by the bank (the average interest rate on banks that provide loans under the warm loan program is 18%). The remaining interest is compensated by the regional and city budgets.

The HOA Development and Support Department regularly conducts training seminars on the aspects of thermal modernization of apartment buildings. Thus, on June 10, the HOA Resource Support Center on the issue of clean energy held the training of the HOA Chairpersons ‘Energy Saving – 2019’. How to get a grant from the energy efficiency fund. As part of a training seminar, they were told about the basics of the thermal modernization of houses. They were shown the fundamental differences between the warm loans program and grants for condominiums under the Energy Efficiency Fund.

It is worth noting that in 2017, ‘Warm Home’ program is used only by one HOA. In 2018, 10 ‘warm loans’ were issued. This year, 13 HOAs have received loans for events, allowing to reduce the amount in bills. 10 more co-owner associations are awaiting the decision of the credit committee. The most popular event is the replacement of windows in the entrances of metal-plastic. Besides, in Mariupol the first ‘warm loan’ of condominiums is issued for insulation of the facade of the house.

The tendency to increase the number of ‘warm loans’ of condominiums in the city proves thata loan for condominiums is beneficial.
