Mariupol municipality has studied Georgian experience in electronic purchases

The representatives of Mariupol municipality have had a working visit to Georgia with colleagues from other cities of Donetsk and Lugansk regions. During the trip, they familiarized themselves with the best practices in public procurement. The exchange of experience took place as part of USAID DG-East program.

The Ukrainian delegation visited the State Procurement Agency, the Ministry of Finance, the Ministry of Infrastructure of Georgia, the municipality of Tbilisi, the representative office of Transparency International and the city hall of Sighnaghi. Its participants studied Georgia’s experience in implementing an e-procurement system. We discussed the distribution of state and municipal budgets for procurement.

The head of the procurement department of the tender department of Mariupol City Council, Irina Kokurina, noted that the experience in creating supplier registers was of particular interest: ‘In Georgia it was useful to study the “white” and “black” supplier registers. This is fixed at the level of the country's legislation. If the supplier or contractor is in the black list, he can’t participate in tenders for a year. This affords to avoid disruption of product supplies or violation of terms’.
